The Bristol Tennessee/Virginia MPO is seeking responses from qualified and experienced consultant firms interested in working with the MPO to develop the 2050 update to its fiscally constrained Long-Range Transportation Plan.

The Bristol MPO intends to update its current Horizon Year 2045 Long-Range Transportation Plan to a base year of 2024 and a horizon year of 2050. The Bristol MPO's LRTP was last updated by MPO staff and adopted by the MPO Executive Board on September 23, 2021. The updated LRTP must be adopted by the MPO Executive Board no later than September 23, 2026.

It is recommended that prospective proposers review the current approved Bristol MPO 2045 LRTP. Procedures for public involvement outlined in the Bristol MPO Public Participation Plan (PPP) must be followed by the Consultant in updating the LRTP. Both the PPP and the current LRTP are posted on the MPO website at https://www.bristoltn.gov/136/Metropolitan-Planning-Organization.

The Consultant for this project is encouraged to develop a proposal that meets the needs identified in this solicitation. The Consultant will work closely with the Bristol MPO in the development of this plan, along with member jurisdictions, public transit providers, and other stakeholders in the region. The Consultant will designate a project manager who will be the primary contact for the Bristol MPO.

Please submit proposals on or before 4:00 PM ET on Friday, April 25, 2025, to Alex Ortiz, Purchasing Agent, City of Bristol TN, 801 Anderson Street, Bristol, TN 37620. Please write RFQ 25-025 on the outside of the mailing envelope. Mail one hard copy of the proposal and include a USB drive with a PDF version of the proposal. Make sure the outer shipping envelope has RFQ 25-025 on it. Telephone or facsimile offers will not be accepted. A list of respondents will be available after the deadline from the Purchasing Department of the City. Late submittals will not be considered.
