To meet Utah code 10-9a-403 and 17-27a-403. which requires municipalities and counties to amend their general plan to consider hot land use planning impacts water use. More specifically, SB 110 requires the the Planning Commission must make conservation-related recommendations to the City Council, which must amend the general plan to include a water conservation element by December 31, 2025.

RFQ: General Plan Amendment – Water Use Impacts
Pleasant Grove City, Utah

Pleasant Grove City is seeking qualified planning and land use consulting firms to submit proposals for assistance in amending the City's General Plan in accordance with Utah State Code requirements. The amendment will specifically address the relationship between land use and water use and those that are water-intensive or place disproportionate demands on municipal water resources.

This project will support Pleasant Grove City's goals of sustainable growth, long-term water resource planning, and compliance with recent legislative updates, including those mandating integration of water use considerations into general planning documents.

Scope of Work includes:

  1. Impact of Development on Water Systems
    Evaluate how current and future permitted development patterns influence overall water demand and place pressure on water infrastructure.
  2. Water Demand Reduction in Existing Development
    Identify and recommend strategies to decrease water use and reduce per capita consumption within established neighborhoods and developments.
  3. Water Efficiency in Future Development
    Propose forward-thinking measures to lower water demand and per capita usage in upcoming projects and planned growth areas.
  4. Municipal Operations and Efficiency
    Assess internal city operations and recommend adjustments that eliminate wasteful water practices and promote conservation across municipal facilities and services.

Water Use and Preservation Element – Plan Components

This element of the General Plan will serve as a foundation for long-term water stewardship. It will:

  1. Establish Water Conservation Policies
    Introduce policy guidance aimed at protecting and efficiently using water resources citywide.
  2. Recommend Ordinance Updates
    Propose updates to city ordinances that support efficient water use, including landscaping requirements that minimize or eliminate lawn or turf in park strips.
  3. Promote Sustainable Landscaping Principles
    Encourage landscaping practices that are both visually appealing and water-efficient, aligned with the region's climate and ecosystem.
  4. Coordinate with Local Water Systems
    Collaborate with public water system providers to assess how land use decisions impact water supply and distribution infrastructure.
  5. Align with State Conservation Goals
    Work in partnership with the Utah Division of Water Resources to integrate regional conservation targets and planning efforts.
  6. Set Standards for New Development
    Recommend enforceable, water-wise standards for new subdivisions and site designs, ensuring that future growth supports long-term water sustainability.
  7. Explore Additional Water-Saving Strategies
    Include other relevant and innovative strategies to further reduce water demand, tailored to the city's specific needs and opportunities.
