GENERAL DESCRIPTION OF THE POSITION

The position is tasked with assisting the Director in oversight of the Department, including various boards and commissions as well as the facilitation of matters related to growth, development, redevelopment, revitalization, and the physical organization of the community.

In addition, this position has the responsibility for development and zoning requests, activities related to comprehensive planning and research, downtown and neighborhood planning, and historic preservation. A "new urban" approach to such matters will be infused when possible.

The candidate is also responsible for working with elected and appointed governing bodies, city departments, public agencies, developers, and the public to ensure that projects meet the goals and standards established by the City.

Finally, all members of the planning staff shall maintain a close relationship, working with those that are responsible for oversight of the City's building permits, inspections, housing, engineering, public works, economic development, and similar programs.

SPECIFIC RESPONSIBILITIES OF THE POSITION

Specific responsibilities associated with this position include attendance and supervision of the following Boards and Commissions, including agendas, staff reports, presentations, power points, etc. Oversight of such activities and meetings will be provided by the Planning Director:

1. Historic Preservation Commission
2. Planning and Zoning Commission
3. Board of Appeals

In addition, the Planner II shall work with the Director on various "Special Projects" within the community; including:

1. A new Comprehensive Plan – working with a team of new urbanist consultants to ensure that the City's Elements infuse a mix of traditional urbanism with cutting edge ideas
2. Two new City Park's - one of which is an old factory site along a creek that promotes a rail trail, performance stage, interactive play area, splash pad, dog area, and a significant skate and pump track
3. Updates to the Unified Development Code – including expansion of the Form-Based Code that regulates downtown
4. Work with a "new urban" design team, helping the City to develop a major riverfront extension of its current downtown
5. Significant text amendments to our Unified Development Code
6. Stormwater Infrastructure planning
7. Critical Area updates

• Shall adhere to the "attendance policies" as conveyed by the Director.
• Shall adhere to all "duties and responsibilities" that are assigned by the Director.

• Congress for the New Urbanism (CNU-a)
• American Institute of Certified Planners (AICP)
• Congress for Registered Landscape Architects (RLA)
• American Institute of Architects (AIA)
• Leadership in Energy and Environmental Design (LEED AP)

and/or other certifications are strongly preferred.

PERSONAL QUALIFICATIONS

Applicants should possess the following:

1. A Bachelor's or Master's degree from an accredited college or university in planning and design, urban design, geography, political science, architecture, landscape architecture, or a similar or related field.
2. Three (3) or more years of progressively applied experience in the planning and design field or a similar or related field (i.e., community, environmental, historical, or transportation related activities, etc.)
3. A willingness to devote oneself to the activities that accompany this position while continually working to improve upon their ability to do so.

Candidates possessing an equivalent combination of education, training, and experience that provides the required knowledge, skills, and abilities may be considered.
