Boulder County is seeking an experienced, motivated leader to serve as the Deputy Director of Transportation Planning for our Community Planning & Permitting (CP&P) Department. This key leadership position will lead the Multimodal Transportation Planning Division and oversee a wide range of transportation planning activities in Boulder County, including policy, finance, regional corridors, transit, regional trails and bikeways, and Mobility for All human services-focused transportation mobility programs.

The Deputy Director of Transportation Planning will lead bold and innovative initiatives that advance the County's Strategic Priorities:

Specifically, they will lead a team committed to developing and implementing transportation solutions to address climate change, safety, and equity. This position requires strong collaboration and relationship-building with local, regional, state, and federal partners and a commitment to centering racial equity in the work. The deputy director will also maintain a leadership coordination role in the network of local government transportation planners and policy analysts to further Boulder County's priorities in regional transportation and mobility planning.

This is a full-time, benefited position that will work Monday - Friday 8:00am - 4:30pm, with some flexibility and remote options. This position will work out of 2045 13th Street, Boulder, Colorado. Under Fair Labor Standards Act (FLSA) guidelines, this position is exempt.

Boulder County requires its employees to reside in the state of Colorado as of the first day of work.

Hiring Salary Range: $117,912.00 - $143,850.00 Annually

Tentative Hiring Timeline:

  • Phone Screening: April 3rd - 5th
  • First Round Interviews: April 14th - 17th
  • Second Round Interviews: April 22nd - 23rd
  • Reference Check: week of April 22nd

New employees receive an 80-hour bank (Download PDF reader) of vacation at the time of hire, in addition to 8 hours of both vacation and medical leave accruals each month (Must not have been employed at Boulder County during the 12 months prior to re-hire date to qualify). Examples of Duties

  1. Leadership & Management:
    • Oversee the Multimodal Transportation Planning Division, managing staff, budget, and projects across multiple transportation disciplines.
    • Provide strategic direction and mentorship to the team, ensuring organizational capacity to meet future challenges in transportation planning and program implementation
  2. Coordination and Collaboration:
    • This position represents and coordinates the team's work with other county departments, municipalities, state and federal agencies, and the Board of County Commissioners.
  3. Program Development & Budget Management:
    • Coordinate the development and management of the division's work program, budget, and the department's Capital Improvement Program involving regional trails and bikeways.
    • Development and implementation of the Transportation Master Plan.
    • Manage Transportation Sales Tax funds and complex state and federal grant funding sources.
    • Federal Transit Authority transit grant programming and compliance.
  4. Grant Securing & Administration:
    • Investigate, secure, and assist in submitting regional, state, and federal grants and managing grant-funded projects.
  5. Special Projects:
    • Assume leadership and coordination responsibilities for special projects assigned by the Director.
  6. Stakeholder Engagement:
    • Promote cooperative efforts with other jurisdictions and agencies, including leading the Northwest Mayors and Commissioners Coalition, Consortium of Cities, and Boulder County's Denver Regional Council of Government Subregional Forum.
  7. Personnel Management:
    • Conduct employee evaluations, provide performance feedback, and recommend personnel actions such as hiring, discipline, and termination.
  8. Director Backup:
    • Serve as necessary in the Director's role in their absence.
  9. Additional Duties:
    • Perform related work and assume emergency assignments as required, including staff of the Emergency Support Function one in cases of disaster response.

EDUCATION & EXPERIENCE:

Boulder County is looking for well qualified candidates to fill our positions. Any combination of relevant education and experience is encouraged. In this position, we are looking for a minimum of 9 years of combined education and experience in a related field, including 3 years in a supervisory or managerial capacity.
