Essential Functions and Duties
- Consult with citizens to provide information, guidance, and advice in response to inquiries regarding land use, zoning, platting, development applications, and other planning matters.
- Receives, reviews for completion, and processes development applications including evaluation of site plans, subdivision plats, rezoning applications, and other land development proposals; ensures applications conform to the development code and the Comprehensive Plan.
- Act as a liaison between community groups, government agencies, developers and elected officials in developing neighborhood plans.
- Utilizes the Geographic Information System (GIS) and ESRI data to assist in current planning and long-range planning projects.
- Ability to review plans and apply provisions of the ordinances and codes to determine compliance with such regulations.
- Participates in meetings and public hearings to discuss plans and represents the department's recommendations.
- Assist with grant writing, administration, and management.
- Assists with the creation of plans, policies and ordinances.

- Prepare for presentations with the use of graphics, charts, drawings, maps, as needed for special projects.
- Creates and analyzes planning and demographic data in graphic formats utilizing technical tools.
- Conducts field evaluations and assessments.
- Occasional evening or variable hours in order to attend meetings, are required.
- Perform other related duties as deemed necessary and assigned.
Minimum Qualifications/Success Factors
Education: The position requires a Bachelor’s degree from an accredited institution in Urban Planning, Urban Design, Public Administration, Civil Engineering, Geography, Architecture or some other related field. Experience related to construction, architecture, and engineering related fields, are a plus.
Required Experience: 0-2 years of similar or related experience is preferred. (Internship experience is considered.) Four (4) years related experience may substitute for a Bachelor's degree.
Knowledge of:
- The principles, practices, and methods used in urban planning and available implementation techniques.
- Zoom, Microsoft Teams, and/or Google Meet.
- Microsoft Office Suite.
- Data gathering and research methods, data review, reporting and presentation.
- Development issues and concerns, neighborhoods, public participation techniques, and the development process.
- Urban design and site design principles, and the related fields of Civil Engineering, Traffic Engineering, Architecture and Landscape Architecture.
- Policies related to land use and development.
Ability to:
- Communicate effectively verbally and in writing.
- Provide exceptional customer service.
- Apply planning principles to work assignments, implement City/Parish ordinances and policies.
- Review site plans and architectural elevations, and analyze the potential impact of development proposals.
- Plan and organize multiple projects to completion.
- Conduct research, compile data, analyze findings, identify key issues, and prepare professional recommendations.
- Establish and maintain a positive and effective working relationship with co-workers, citizens, business owners, City/Parish officials, design professionals, and developers.
- Use Esri ArcG.I.S. or some type of mapping software preferred.
- Exercise initiative and independent judgment.
Licensure: The ability to convey oneself to and from geographical locations frequently and timely, and must possess and maintain a valid Louisiana Driver's License and acceptable driving record.
Additional Requirements:
- Applicants must pass employment background and drug screening test.
- Bilingual (English/Spanish) language skills preferred but not required.
Position available: This position will be open until filled.
Salary Range: $50,000 – $55,000
