The city's municipal code addresses Excavations for Video and Telecommunications Systems (Chapter 16.10). A PROW permit and payment of required fees is required for installation of any above-ground telecommunications facility in the public right-of-way. The municipal code provides permit application requirements and timelines as well as design, installation, and construction standards for these facilities.

The city's municipal code provides that the City may require solar access easements as condition of subdivision approval (§21.36.040). It establishes procedures and standards for mediation and resolution of disputes between private property owner resolving sunlight loss due to tree growth (Chap. 12.45). Solar panels may encroach into required yards if necessary with an Administrative Use Permit (§23D.04.030.G), and they may exceed lot coverage maximums (§23D.04.040.C).
