The borough's subdivision regulations include definitions for several solar-related terms (Secs. 1.7.5, 1.7.6, 1.7.7). As part of subdivision approval, the committee may require additional evidence, including whether proper provision will be made for effective use of solar energy systems (Sec. 2.3.2). The subdivision design and construction standards address solar: lot lines may vary from right angles to the street to secure greater solar access or protection (Sec. 4.3.3), and where private sewer disposal systems are used, they should be located to the south of building locations so that the resulting regrading and tree removal will benefit the use of solar energy systems (Sec. 4.3.4). Streets should have an east-west configuration with acceptable variations of 10 degrees to provide solar orientation and encourage the use of solar energy systems (Sec. 4.4.2). Required street tree plantings should be located to avoid shading solar collectors and other passive solar energy systems (Sec. 4.16). Lots should be planned and designed for maximum solar access; the code describes optional building orientations for best solar use (Sec. 4.19).
The borough's zoning regulations establish Planned Development District #4, intended to provide for development of a cluster solar-residential community as the only permitted use of the land (Sec. 63). Standards for the PDD address solar access, prohibiting any vegetation or structures that will impair solar access to any lot within the development; solar construction features and solar requirements are to be noted on the subdivision maps, and deed restrictions are required to protect solar access for each lot (Sec. 63.2.1.b.7).
