The city's zoning ordinance includes a section on supplemental use regulations for solar energy systems (Sec. 165.26.5). It defines different types of solar energy systems (attached, building-integrated, commercial, freestanding, interconnected, and passive) and requires a special use permit for accessory solar energy systems, with the exception of passive and building-integrated systems that do not reflect light and do not go beyond conventional structural design, as well as "minor" systems of less than 100 SF that comply with regulations. The code provides standards for freestanding and attached solar energy systems that address setbacks, easement encroachment, location, height, maximum size, and coverage area. System owners are responsible for negotiating with other property owners to obtain solar easements. The code lists required application materials for the special use permit and conditions for approval. It lists additional standards regarding interconnection agreements, abandonment, signage, maintenance, and fees, and lists basic regulations for minor and other solar energy systems. Commercial systems are prohibited within the city.
