Hazard Mitigation

The county’s zoning code includes floodplain development regulations that exceed the Federal Emergency Management Agency’s minimum requirements (§20-1490 et seq.). These regulations require all new and rehabilitated structures to be elevated at least two feet above the base flood elevation.

The county's subdivision ordinance includes an article division on solar access in its design standards. Streets, lots, and buildings should be designed for solar access by orienting long axes from east to west, or north to south for townhouse development (Sec. 18-336). Dedicated open space should be located to buffer shorter structures from shadows cast by taller buildings (Sec. 18-337). Solar access easements may be provided for every lot and included as a deed restriction or covenant (Sec. 18-338). Tree plantings should minimize potential impacts on solar access and avoid shading existing or proposed collectors as well as likely locations for collectors (Sec. 18-339).
