Solar Energy

This model ordinance establishes a Combining Zone for large-scale renewable energy facilities in appropriate areas. It may be applied in non-prime ag, rural development, general commercial, heavy industrial, or public facilities districts. Solar energy facilities up to 30 acres in area, plus transmission lines of less than 100kV, are permitted with an administrative permit and site plan; larger systems and transmission lines of more than 100kV require a use permit. The ordinance provides limitations on system locations and addresses aesthetics, air quality, air safety, biological and cultural/historic resources, agricultural resources, erosion control, fire protection, security, signs, decommissioning, financial assurance, and workforce development.

Other associated documents include a sample sales tax agreement, sample developer agreement, sample financial assurance and use permit conditions, sample public benefit program, sample impact fee study, and sample conditions of approval.
