The city's zoning code permits rooftop and ground-mounted solar energy systems by right in all districts, subject to specific standards addressing location and height (§17.08.300).

This ordinance also permits primary-use solar farms in one rural residential district as a conditional use, subject to design requirements addressing screening, landscaping, rights-of-way dedications, and restrooms (§17.08.290).

The city also requires developers to provide solar energy systems on new homes or to provide an off-site solar installation in lieu, based on per-unit capacity requirements (§17.08.305).
