Section 19.20.110 of the zoning code pertains to solar access and solar equipment. All projects requiring discretionary approval shall be reviewed for potential energy conservation measures. Passive heating and cooling opportunities should be incorporated into single-family residential subdivisions and multifamily residential projects whenever possible. The ordinance encourages solar-oriented street layout, building siting, and setbacks, and recommends that pools and spa facilities be equipped with a solar cover or solar water heating system. It provides information on how solar collectors should be installed relating to location, screening, roof pitch, appurtenant equipment, and colors. Finally, it discourages the the obstruction of solar access. The ordinance states that the city may require a covenant of easement for solar access (Sec. 19.44.080). Landscape Standards specify that the height limits of proposed landscape materials shall be designed so as to not interfere with the proper operation of solar collector devices on adjacent parcels (Sec. 19.28.040).
