The Housing Element of the city's General Plan includes a goal of designing housing to effectively manage natural resources (Goal H-6) and lists as a postponed action the investigation of site and subdivision design standards that facilitate use of solar energy (p. H-16). The element includes as an appendix the city's multi-family design guidelines, which include a building design guideline of designing upper stories so as not to shadow adjacent properties or block sunlight to solar collection devices (B.9, p. P-5).
