The county's zoning code defines small, medium-sized, large, and very solar energy systems §8-2.1104(b) and §8-2.1105(b)). Small systems are permitted with a building permit and zoning clearance in all districts, subject to setbacks and standards, including limited height exceptions and design conformance with historic districts (where applicable) (§§8-2.1104(d)-(f)). Medium-sized systems are permitted with site plan approval in agricultural, commercial, industrial, and open space districts, subject to standards, including mitigation of any lost farmland. Installations that disturb more than 2.5 acres of hawk habitat require a minor use permit (§§8-2.1104(d), (e) & (g)). Large systems are permitted with a major use permit in agricultural, industrial, and open space districts . Very large systems are permitted with a major use permit in agricultural districts. Both large and very large systems must mitigate lost farmland (§§8-2.1105).
