This model small-scale solar-siting ordinance for New York municipalities provides standards for roof- and ground-mounted solar PV systems. It includes provisions covering purpose and intent; a lengthy definitions section; permitting requirements for rooftop or building-mounted solar collectors, building-integrated PV systems, ground-mounted and free-standing solar collectors, and solar thermal systems; and safety issues.

The model ordinance also offers optional fast-track permitting language, as well as optional provisions for new development addressing solar orientation and siting, tree placement to minimize shading conflicts, and solar access protections.
