This model zoning ordinance with commentary does not take a "stand alone" approach, but rather offers a number of solar-friendly options for amending the sections of local zoning ordinances that address definitions, allowable uses, dimensional requirements, and site plan review.

The model code offers sample definitions; examples for integrating small, medium, and large roof-mounted and ground-mounted accessory and principle-use systems into use tables or district use lists; exemptions to district height and lot coverage limits; and site plan review requirements and design standards. Extensive commentary discusses various aspects of solar energy system regulation and encourage the development of historic design guidelines that support solar energy development.
