Accessory Dwelling Units
The city’s comprehensive plan includes a discussion of accessory dwelling units (ADUs) and several policy recommendations that support the development of ADUs. The Plan Categories chapter lists two standard future land-use categories that permit ADUs without counting those units against density limits (p. 61). The Housing chapter discusses ADUs as a strategy for expanding housing options while maximizing the efficient use of existing infrastructure, and it recommends modifying the city’s zoning code to permit ADUs in various locations, subject to use-specific standards (p. 137). This chapter also mentions a zoning update that would permit ADUs as a strategy for removing barriers to private housing development (p. 140). And it includes two policy statements with specific recommendations for those zoning changes (HSG Policies 1.1.5 & 1.1.8).
Capital Improvements Programming
The city’s comprehensive plan includes a capital improvements element. This element provides extensive policy recommendations to guide capital planning, including level of service standards for different capital facilities.
Comprehensive Planning
This comprehensive plan, developed by the Hillsborough County Planning Commission and adopted in 2016, achieved Gold-level recognition in APA's Comprehensive Plan Standards for Sustaining Places Recognition Program Pilot in 2017. The major goals of the plan are to create a more urban city that is walkable and transit ready. Elements address future land use, mobility, public schools, housing, potable water and wastewater, solid waste, stormwater, recreation and open space, and the environment. Implementation chapters focus on intergovernmental coordination and capital improvements programming.

This comprehensive plan encourages increasing housing options for all in Temple Terrace, Florida.
