This guide covers a wide range of topics, including sidewalk benefits, design alternatives, legal liability, financing, maintenance, and regulation. It is written for Onondaga County and Central New York communities, but it is useful for a wider context. Although it shares the goals of other plans regarding connectivity and maintenance, its prioritization methodology is a bit more refined in that it performs a GIS raster analysis on the sidewalk network to account for “distance decay” from destinations. The methodology is well explained in a powerpoint entitled "SMTC Sustainable Streets Project.”
