Age-Friendly Communities
The city’s zoning code sets universal design standards for affordable housing projects receiving public funding (§11-110). Standards regulate entrances, interior routes, kitchens, and first-floor facilities.
Housing Supply Planning

Residential Infill Development
The city’s codified ordinances include multiple sections that encourage context-sensitive residential infill. Its impact fee code exempts small-scale residential infill projects from impact fees, provided the new units are replacing similar dwellings (§12-4.1202). And its unified development code permits cottage housing development, subject to use-specific standards (§15-2723). These standards address unit types and sizes, design standards, density, common open space, and parking.
Shared Mobility
The city’s business licensing code contains regulations for a program to facilitate the deployment and use of shared mobility devices within the jurisdiction (§9-34). It presents permit requirements and authorizes the City Manager to require operators to temporarily stop shared mobility devices in specific areas in case of emergency or within the perimeter of a special event. The code also authorizes the City Manager to conduct a shared mobility pilot program for six (6) months.
Tiny Houses and Micro-Apartments
The city’s development code defines and regulates chassis-mounted tiny houses as a distinct type of dwelling. Its definition for “tiny house” stipulates six conditions: licensing and registration with the state department of motor vehicles, the ability to be towed, compatibility with size limits for vehicles, minimum first-floor living space, self-containment as a functional dwelling unit, and design (§15-6802). Tiny houses are permitted as a type of accessory dwelling unit, subject to standards addressing design, minimum lot size, units per lot, unit size, lot coverage, setbacks, entrances, space between buildings, unit height, openings, access, parking, mechanical equipment, utility meters/addressing, home occupations, airport compatibility, and owner occupancy (§15-2754).
Zoning Reform and Code Writing
The city adopted a new unified development code in 2015 (Chapter 15). It includes a mix of use-based and form-based zoning standards. It defines and regulates uses based on broad categories, with select specific use types, and includes use-specific standards to minimize reliance on discretionary use permits. It is richly illustrated and uses tables to organize use permissions and dimensional standards.
Its purpose statements address guiding physical development to implement the local comprehensive plan; fostering harmonious land uses and compatible infill development; supporting economic development and job creation; providing for the housing needs of all economic segments of the community; promoting high quality architecture and sustainable design; protecting existing land uses; promoting a safe and efficient multi-modal transportation system; facilitating the appropriate location of community facilities, institutions, parks, and recreational areas; protecting and enhancing property values; protecting and enhancing the appearance of the city; and defining duties and powers of governing bodies and officials (§15-102).
