This functional plan includes background and methodology for a sidewalk plan that prioritizes continuous sidewalks and safe crossings. It was developed in response to a spate of sidewalk deferrals for new development in a city where many developments lacks sidewalks. Although the maps illustrating connectivity are missing from this document, the methodologies for their needs analysis remains, as well as the detailed design specifications.
