Active Transportation

The city’s code of ordinances requires long-term and short-term bicycle parking based on use, according to various standards such as gross square footage or number of dwelling units (§61.330-61.335). The code outlines the purpose of its bicycle parking code as a benefit to the public health, safety, and welfare of the community. It also provides guidance on the design and location of the spaces. 

Affordable Housing Programs

The city’s codified ordinances contain density bonuses for low and very-low income housing (Chapter 58, Part 6(D)). A table shows the permitted density for each district, the maximum bonus, and the available density with the maximum bonus. It also outlines the conditions that developers must meet to qualify for the bonus, including passing a neighborhood compatibility review and either paying into the City of Orlando Trust Fund for Low and Very-Low Income Housing or offering on-site housing.

Inclusionary Housing

The city offers incentives for the voluntary provision of affordable units in its zoning code (§58-1133). An intensity bonus is offered in exchange for either a payment of 2 percent of total construction costs into the city’s low-income housing trust fund or for building a number of on-site units affordable to low- or very low-income households equal to the number of additional units permitted with the bonus. A table lists maximum bonuses available for different residential, office-residential, and activity center districts. Projects must be reviewed for neighborhood compatibility.

Short-Term Residential Rentals

The city’s zoning code addresses short-term residential rentals. It establishes “owner-occupied home sharing” as a permitted accessory residential use, defined as the renting of part of a residential use also occupied by the property owner or tenant, in contrast to a transient establishment or vacation rental (§66.200).

The code offers accessory use standards regarding home sharing (§5B(19)). Standards define eligible residential properties for this accessory use (§58.988) and describe procedural requirements for home-sharing unit registration (§58.989).
