Grayfields Reuse and Redevelopment

The city's zoning code includes infill development standards intended to encourage the redevelopment of “underutilized and challenged” sites 2.5 acres or less (prior to subdivision). A 5% increase in lot size requires approval from the Planning Official.

Two tiers of incentives are available. Tier 1 applies to single-family detached development and includes setback regulations and minimum parcel size. Tier 2 allows single-family attached and duplex housing in addition to single-family. Prior to the submission of the development application, a neighborhood meeting must be held. Parcel sizes are smaller for sf-detached. The building coverage standard for Tier 2 is 60%, 20% higher than normal. An expedited review process is available on request: 60 days, or 80 days if a hearing is required (§20.920).

Marijuana-Related Uses

The city’s zoning code permits multiple types of marijuana-related uses by right, subject to use-specific standards (§20.884).

Its use-specific standards for marijuana retail, processing, or production businesses address separation from schools, playgrounds, recreation facilities, child care facilities, parks, public transit centers, libraries, arcades, and other marijuana businesses; zoning district use permissions; home occupations; colocation with other businesses; mobile structures; compliance with state licensing requirements; hours of operation; total number of businesses; enclosure requirements; compliance with all applicable local codes; visibility; security; and odor control (§20.884.020 & §20.884.030).

Residential Infill Development

The city’s zoning code encourages the development of underutilized and challenged parcels through its infill development standards (§20.920). Development incentives are offered for residential infill on a two-tier system, with opportunities for the developer to increase lot coverage, receive variances, and build higher density infill when compliance with other design requirements have been met.
