The city’s joint zoning code with adjacent city of LaPorte is designed to foster a pedestrian-oriented community (§01.06). This somewhat unusual arrangement of a joint code looks to encourage pedestrian-oriented development throughout an entire city. While there are no explicit standards enumerated, the code states goals commensurate with new urbanist, traditional neighborhood design.
Transit-Oriented Development
The city’s zoning code includes a mapped form-based code with transit-oriented development (TOD) standards for parcels near a commuter rail station (§13.04(f)). These standards address minimum building height, residential density, maximum front setback, building facades, minimum lot coverage, parking, and prohibitions.
