This model ordinance provides a template to help cities encourage compact, mixed-use development. Parts 1 – 3 give background information on the purpose, benefits, and design elements of this type of development and Part 4 includes the model ordinance. The Appendices share parking, streetscaping, usable open space, and transit facility standards, as well as building and use characteristics, definitions, and national examples.

Grayfields Reuse and Redevelopment

This model ordinance for a large-scale planned mixed use district is designed to help facilitate reinvestment in or redevelopment of suburban shopping centers and other grayfield or brownfield sites. It includes permitted and prohibited uses, use FAR, dimensional requirements, design standards, parking requirements, lighting, refuse, and screening standards, pedestrian design standards, outdoor dining, and bonus provisions that provide a FAR bonus. Examples of this sort of development are provided prior to the model ordinance.
