Grayfields Reuse and Redevelopment
Ferndale requires vacant large-scale retail properties to be maintained and prohibits permanent chain-link fencing. Applicants must provide a narrative and plan indicating the building can be subdivided and entrances added to allow for multiple tenants, and structures more than 200 feet deep must include rear entrances to better allow reuse. A description of potential reuse must also be provided that also addresses parking and other potential concerns. Developers can opt out of these requirements and instead provide a covenant to bond 150% of the estimated demolition cost, which the city can require be forfeited if the building is left vacant or abandoned for more than two years or otherwise becomes a public nuisance (§18.58.060.L)

The city's zoning code defines “microcell facility” within its chapter on wireless communications facilities (§18.66.020) and includes a section on microcell design standards that addresses height, setbacks, antenna dimensions, equipment and cabinets, and design (§18.66.040). Microcell facilities are reviewed administratively by the community development director (§18.66.080.A), though new microcells installed on new structures require conditional use approval in residential districts (§18.66.170).
