Built Environment and Health

The county’s comprehensive plan includes a Health and Human Services Element that sets goals, objectives, and policies for systems of care, human services, behavioral health, and the local public health system. This section points out the crossover between the Transportation and Housing elements and includes an objective that links public health and community design (Objective 4.2).

Transfer of Development Rights

The county’s comprehensive plan includes a Future Land Use Element with extensive policy recommendations for its transfer of development rights program (TDR) (Objective 2.4). These recommendations address program operations, designating sending areas and transfer rates, identifying potential receiving areas and bonus densities, and program limitations. Policy 1.5-e designates the Agricultural Reserve Tier as a sending site for development rights.
