Capital Improvements Programming
This city and parish’s comprehensive plan includes a section on the capital improvement planning in its Stewardship and Implementation chapter (Chapter 13, p. 7). This section explains the relationship of the CIP to the comprehensive plan and recommends establishing a capital planning process modeled on the Government Finance Officers Association’s “best practices.”
Community Visioning
This city and parish's comprehensive plan lays out its vision in Chapter 1, which was developed through an extensive public process (discussed in Chapter 2) and adopted by the MPC board as the guiding framework for the master plan. It is accompanied by nine guiding principles: Connected people and places; Fairness and opportunity for everyone; Strengthened assets and enhanced possibilities; Good stewardship of our natural and cultural heritage; A green and healthy community; High standards of quality in development and design; A business-friendly environment; A community of learners; Strong local and regional partnerships; and Communication, transparency and community participation.
Comprehensive Planning
This city and parish's comprehensive plan was the APA Louisiana 2013 Excellence Award Winner. The plan has a strong evidence base, both as part of the introductory analysis and at the beginning of each chapter, examining current conditions and community context. Each chapter ends with a summary implementation table, containing early actions and responsible parties. The plan also has a strong implementation section, which focuses on the timeframe, actions, responsible department, and necessary resources to achieve each goal.
