Inclusionary Housing
The city addresses inclusionary housing in the subdivisions and site plans chapter of its land development code (§9-240 et seq.). The ordinance is targeted at stimulating private sector production of housing affordable to families at 70–100% AMI or below.
Requirements apply to new development in certain designated areas and developments of regional impact with 50 or more residential units. Developers providing at least 10 percent affordable units are eligible for development incentives. Compliance alternatives include on- or off-site construction, in-lieu fee payment, multifamily rental unit provision, or lot dedication.
Incentives include additional development density, design flexibility, expedited review, development standards deviation, or transportation concurrency exceptions. The code describes compliance procedures, including inclusionary housing plans and agreements.
Shared Mobility
The city’s codified ordinance contains regulations that address shared micromobility services and ridesourcing services. It establishes a shared micromobility device transportation program (§17-6) that provides the criteria for a shared micromobility program (§17-602), specifies the responsibilities and obligations of operators (§17-603), and presents the operating and parking requirements (§17-604). The code also contains regulations for transportation network companies (TNCs), including permit, drivers, and vehicles requirements (§22).
