Housing Supply Planning

This model ordinance uses place typology to determine parking minimum requirements. A baseline minimum is calculated using the following criteria: housing unit type, residential characteristics, transportation, parking management, and location. The code reduces parking minimums for multifamily buildings to promote a safe pedestrian environment. 

Rethinking Off-Street Parking Requirements

This model ordinance provides a template to help cities in King County, Washington, draft market-based or context-specific parking regulations.

Its provisions address removing minimum off-street parking requirements, mitigation strategies for areas with no minimums, context typologies and base minimum parking requirements, adjustments for housing unit types and resident characteristics, reductions for transportation alternatives and off-street parking management, parking stall substitutions, additional code options, unit-based parking maximums, maximums for surface parking lots, and code flexibility.

Appendices include a sample calculation, shared parking agreement, and noteworthy on-street parking management practices.

Shared Mobility

This model parking code provides strategies to help municipalities implement regulations to ensure the correct sizing of the local parking supply. It presents examples that allow for the reduction of parking requirements in exchange for alternative modes of transportation such as bike share, car share, and shared shuttle services.
