The city’s business licenses and regulations code allows sidewalk vending conducted from a mobile device in designated areas (§5.36.070) of the public way. Code requires that a sidewalk vending permit be obtained (§5.36.090) and that the vendor comply with conditions of operation (§5.36.060).
Rethinking Off-Street Parking Requirements
The city’s community development code includes multiple types of policy-driven off-street parking requirements. It exempts all nonresidential uses in the downtown district from minimum off-street parking requirements (§12.50.335). It includes maximum parking requirements for all uses in transit-oriented districts and all nonresidential uses in other districts (§12.50.320). And it authorizes parking reductions for on-street parking (§12.50.340).
Transit-Oriented Development
The city’s community development code includes eight mapped transit-oriented development (TOD) districts for light rail station areas.
The SCR-LD Station Community Residential – Low Density zone is designed to accommodate single-family, two-family, and townhouse residences on relatively small lots (§12.21.600).
The SCR-OTC Station Community Residential – Orenco Townsite Conservation zone is designed to preserve and restore the historic, predominantly small-lot residential development pattern of an early 20th century neighborhood (§12.21.700).
The SCR-DNC Station Community Residential – Downtown Neighborhood Conservation zone is designed to preserve and restore the traditional, predominantly residential neighborhoods around downtown light rail stations, with some opportunities for small-scale pedestrian-friendly commercial development (§12.21.800).
The SCR-MD Station Community Residential Zone – Medium Density zone is designed to accommodate a range of housing types at moderate densities, along with some small-scale pedestrian-friendly commercial development (§12.22.400).
The SCR-HD Station Community Residential Zone – High Density zone is designed to accommodate a range of housing types at high densities, along with some small-scale pedestrian-friendly commercial development (§12.22.500).
The SCC-DT Station Community Commercial – Downtown Zone is designed to create a pedestrian-friendly mixed-use downtown (§12.23.300).
The SCC-SC Station Community Commercial - Station Commercial Zone is designed to accommodate high intensity commercial uses outside of downtown (§12.23.400).
The SCC-MM Station Community Commercial - Multi-Modal Zone is designed to permit a wide range for commercial uses of different sizes along with multifamily development along arterial corridors (§12.23.500).
The SCR-V Station Community Residential – Village zone is designed to foster new pedestrian-friendly mixed-use neighborhoods around light rail station areas (§12.24.400).
The SCI Station Community Industrial zone is designed to foster pedestrian-friendly design for new industrial development (§12.25.500).
Zoning Reform and Code Writing
The city adopted a new unified development code in 2014 (Chapter 12). It includes a mix of use-based and form-based zoning standards. It defines and regulates uses based on broad categories, with select specific use types, and includes use-specific standards to minimize reliance on discretionary use permits. It is richly illustrated and uses tables to organize use permissions and dimensional standards.
Its purpose statements address implementing the local comprehensive plan; promoting development considerate of the natural environment, amenities, views, and appearances; achieving a balanced and efficient land-use pattern; encouraging innovations in residential development and renewal; safeguarding and enhancing the appearance of the city; providing an efficient development review and approval process; enabling interested and affected persons to provide input in the development process; and providing methods of administration and enforcement (§12.01.110).
