Improving Development Review

This evaluation of the county's land-use permitting processes by Demarche Consulting Group recommends a complete process overhaul to address problems with a needlessly complicated permitting process that staff have limited understanding of or ownership over. The report recommends a reorganization of the planning and development services department based on a process design with four main features: customer focused, well-designed and transparent, teleological/outcome based, and holistic. Transformational goals address ease of doing business with the department, adding value for customers, streamlining processes, performance measurement for improvement, challenging old structures, and managing/leading more effectively.
