Tactical Urbanism

The village’s zoning code permits little free libraries on private property. It defines “private free library” (§20.72.030) and includes use-specific standards that address building permits, structural requirements, location, and power for lighting (§20.52.040.N).

Zoning Reform and Code Writing

The village adopted a new zoning code in 2012 (Title 21). It includes a mix of use-based and form-based zoning standards. It defines and regulates uses based on broad categories, with select specific use types, and includes use-specific standards to minimize reliance on discretionary use permits. It is richly illustrated and uses tables to organize use permissions and dimensional standards.

Its purpose statements address promoting the public health, safety, and welfare; determining the area of open spaces; dividing the entire village into zoning districts; regulating the location of structures; establishing reasonable standards for structures; preventing modifications of existing buildings when not in conformance with adopted standards; preventing overcrowding; prohibiting incompatible development or uses; providing for the gradual elimination of nonconformities; establishing design standards and a design review process; and defining and limiting the powers and duties of the administrative officers and bodies (§20.04.020).
