Group Housing

The city's comprehensive plan addresses group housing in the plan's Land Use element as one of five specific activities that require a greater level of policy direction. The element includes a map of group home locations within the city and discusses the issue. The plan seeks to better locate group homes in a manner that balances neighborhood concerns while meeting the housing needs of all residents. Policies call for reasonable accommodation of group homes, the promotion of more equitable distribution of group homes throughout the city, allowing small group homes for the disabled by right in all residential districts,  allowing larger group housing in all residential districts with special exception approval, encouraging compatible design of groups homes, increasing communication on group home operations, ensuring proper licensing of group homes, and improving public education on the topic (Policies LU-3.4.1–3.4.8).
