This report examines the implications of making RDA-controlled parcels available for urban agriculture activities. The report recommends that the RDA pursue temporary urban agriculture arrangements on low-value parcels if such uses will increase the value of those and neighboring parcels, and offers suggestions for implementing such efforts for economic development and neighborhood stabilization.
