The city’s business taxes, permits, and regulations code on food vending program regulations (§51.5) was updated in 2017 to establish a citywide food vending program. Article I provides definitions, covers administrative regulations, permitting, areas of operation, application requirements for independent operation and on group sites, and required inspections. Article II covers standards and requirements, specifically hours of operation, appearance and operating standards, and liability and indemnification. Article III relates to enforcement, revocation, and abatement.

Tiny Houses and Micro-Apartments

The city’s planning code defines and regulates micro-apartments as a distinct type of dwelling (§17.101C.055). Its definition for “micro living quarters” stipulates a minimum size of 150 ft2, an average size of 175 ft2, and prohibits in-unit kitchens. Standards for micro living quarters address parking, new construction and adaptive reuse of a historic structure, shared recreational area, common area management, demolition of historic structures, and use permit criteria.

Transit-Oriented Development

The city’s planning code includes a mapped transit-oriented development (TOD) district for heavy rail station areas and bus transit center areas (§17.97). The vision for S-15 Transit-Oriented Development Commercial Zones is a mix of pedestrian-friendly residential, civic, commercial, and light industrial uses with streetscape amenities. District standards address design review, use permit criteria, special regulations for large-scale developments, special regulations for mixed-use development on transit agency property, permitted activities and facilities, property development standards, dimensional standards, and mini-lot and planned development regulations.
