Inclusionary Housing
The city’s community development code offers affordable housing incentives for the voluntary provision of affordable units (§3-920). The code offers a 25 percent density bonus for mixed-income housing projects with at least 15 percent affordable units and a 50 percent density bonus for mixed-income projects with at least 25 percent affordable units, as well as a 20 percent density bonus for other affordable housing projects with more than 25 percent affordable units.
The code provides a methodology for calculating bonus density and offers standards for affordable projects addressing compatibility, design, and green building requirements. It describes affordability covenant requirements for owner-occupied and rental units, and offers a parking incentive for affordable housing projects.
Transfer of Development Rights
The city’s community development code authorizes transfer of development rights (TDR) to protect designated environmental, open space, archaeological, historical or architecturally significant sites (Article IV, Division 14). TDR standards address purpose and authority, explains that allocated rights are freely transferable, and outlines authorized uses (§4-1401 et seq).
