Scenic View Protection

This report analyzes development trends in Amherst, and recommends planning strategies to manage growth, including viewshed protection. It proposes a viewshed protection overlay district, which impacts vegetation, building standards, and design review. Additionally, it applied criteria established by the Bureau of Land Management to evaluate the quality of scenic resources and catalogs residents’ perceptions of scenic resources. Chapter 5 recommends viewshed protection strategies like vegetation removal and development restrictions on slopes and areas of high elevation.
