This guide establishes the city's outdoor lighting design requirements for public and private lighting. It emphasizes that nighttime lighting is an integral component of the built and natural environment that must be intelligently planned to complement the city’s architectural heritage and scenic environment, provide a cohesive appearance for residential and commercial areas, preserve the area’s semi-rural character, offer safety and security, promote efficient use of energy, and reduce negative impacts of light pollution. Guidelines address both general and specific compliance requirements for different areas and types of lighting. A glossary defines lighting terms. Appendices include the city’s lighting ordinance and a lighting plan review checklist.
