This model ordinance provides a template to help cities create land use designations which serve as transitional buffers between more commercial and more residential zoning districts. The model proposes the implementation of freestanding or overlay Residential Office District zoning districts (p. 24). It suggests that home occupations “are very appropriate” in these areas, and should be explicitly permitted if they are not already (p. 25).
