This report examined 11 inclusionary housing programs across the United States and found that, compared to other affordable housing programs, inclusionary housing programs provide its recipients with greater access to low-poverty neighborhoods, which are often correlated with high-performing schools. The report makes the case that the effectiveness of inclusionary housing programs in meeting these goals is highly dependent on how the programs are designed, and identifies seven elements of program design that significantly affect how successful an inclusionary housing program will be in providing affordable housing to low-income households and promoting social inclusion.
