Inclusionary Housing

This briefing paper examines inclusionary housing policies in the Boston metropolitan area and finds that while these programs appear to be increasingly popular among local governments in the region, they have produced relatively few units of affordable housing and may have put some upward pressure on housing prices in communities that have adopted them, though the magnitude of this effect is small. The brief also compares the design and effects of the Boston programs to those in the San Francisco Bay area and greater Washington, D.C.
