This model ordinance provides a template to help cities and counties in Georgia develop wind energy regulations. It defines 4 classes of wind energy facility by nameplate capacity, number of turbines, and the likely end-use of electricity generated.
It defines Class I and II wind energy facilities as small wind energy systems and permits them as accessory uses (§3.K&L). It permits Class I facilities by right in all zoning districts, subject to use-specific standards (§7). It permits Class II facilities by right in Agricultural and Industrial/Manufacturing districts, subject to use-specific standards. All Class III and IV facilities, along with Class II facilities in Residential and Commercial districts, are allowed with a discretionary use permit, subject to use-specific standards.
It includes variable setback standards based on facility class (§5). Other standards include installation and design, noise and shadow flicker, and decommissioning.
