This article advocates for mixed-income housing as a strategy to confront urban poverty. It presents four propositions about the relationship between mixed-income development and urban poverty and then proposes an ecological framework, shown in Figure 1 and Table 1. It then discusses policy implications, in terms of expectations, design, community building, and income mix. It concludes that mixed-income housing developments should be just one part of a more comprehensive anti-poverty program.
