This model ordinance provides a template to help cities retain the affordability of owner-occupied housing units beyond the initial owner. These units are designated as affordable at the time of construction by a developer as a result of a local inclusionary zoning ordinance. It includes sections that address procedures at the time of initial conveyance, subsidy lien and restrictive covenant, subsequent conveyances, right of first refusal, foreclosure, retirement or modification of subsidy lien, default, and conveyances to non-profit housing organizations.
