The city’s comprehensive plan was recognized by the California Department of Housing and Community Development for its Housing Element. It describes that goals and policies must be feasible given available resources, and sets goals related to sustainability, supply and diversity, assistance and preservation, and special needs. The appendices include an analysis of housing needs, constraints, resources, and community initiatives, as well as a framework for program evaluation.
