Hazard Mitigation

This article evaluates the state and quality of local recovery plans in the southeast. It assesses the prevalence of three direction-setting principles and four action-oriented principles to evaluate plan quality, which include goals, fact base, policies, participation, inter-organizational coordination, implementation, and monitoring. The report also investigates the factors that influence the state and quality of these plans including plan design option used, presence of local planning agency, disaster experience, population, and median wealth.
