Hazard Mitigation
This functional plan details a combined hazard mitigation and climate adaptation strategy for the consolidated city. Its recommended actions advance five goals:

Protecting public health, safety, quality of life, environment, and economic and social capital

Building and supporting governmental and community capacity to prevent, protect against, respond to, mitigate, and recover from hazards

Advancing collaborations and partnerships

Seeking to address racial, health, and economic inequities of hazard impacts

Increasing public awareness of hazard risks and local actions to build resilience
Urban Heat Resilience
This functional plan contains strategies to address the risks associated with urban heat. Section 4.7 presents an assessment of the impacts of extreme heat on San Francisco, which includes a historical overview, the most vulnerable areas, and the severity and probability of future heat-related events. And Chapter 7 outlines strategies to help communities adapt to extreme heat, such as expanding the city’s tree planting initiative (IN-2.06), developing multi-hazard resilience guidelines for municipal buildings (B-2.01), and creating clean air/cooling hug facilities (C-5.01).
