This article examines the transaction costs associated with transfer of development rights (TDR) programs in an attempt to understand the impact of these costs on landowners' participation in farmland preservation programs. It studies transaction costs of TDR programs in Maryland and finds that these costs range from 13% to 21% of total TDR costs, which the article suggests might discourage participation in the programs.
