Complete Streets

This report outlines FHWA’s rules, guidance, and resources for complete streets and identifies ongoing opportunities and challenges they’ve faced. It builds off the work of the complete streets initiative launched in March 2021. There are five areas of opportunity moving forward in the complete streets initiative: improve data collection and analysis; support rigorous safety assessment; accelerate the adoption of standards and guidance; reinforce the primacy of safety for all users; and make complete streets FHWA’s default approach. FHWA is working with local, tribal, and state transportation stakeholders to implement complete streets nationwide.
