Federal-level involvement in housing and zoning reform has been steadily increasing and is poised for even more policy changes in the year ahead. The Biden Administration has made zoning reform and land use a major housing priority reflected in a series of actions, including a Housing Action Plan, new housing criteria for competitive infrastructure grants, and moves to support the development of accessory dwelling units and commercial to residential conversions.
At the same time, Congress has funded a new HUD-based zoning reform grant program, known as the Pathways to Removing Obstacles to Housing (PRO Housing).
